ITANAGAR, July 16: Taking serious note of 15th July’s incident where an Arunachal Pradesh State Transport Employee Tachi Nguso died in suspicious circumstances which led to public outrage and allegations of Police brutality, Arunachal Pradesh Chief Minister Dorjee Khandu has ordered for a magisterial enquiry headed by Papumpare Deputy Commissioner to unearth the whole episode.
In an emergency meeting called on by CM in his office chamber attended by Home Minister Tako Dabi, PWD Minister Nabam Tuki, Chief Secretary Tabom Bam, Commissioner Home T Taloh, DGP Tashi Lama, SP Capital Complex H Tamang and few legislators, the whole matter was reviewed.
While the driver of the escort vehicle which hit the deceased has been arrested,

After being hit by a Gypsy of CM’s security cell along the NH 52A near Papu Nallah, Nguso was taken to Police station instead of Hospital. According to reports, the police allegedly took two hours after the accident to take Nguso to the hospital.
"All circumstantial evidences, including bruises on the back of the body, clearly indicate police atrocity, recklessness and violence." Even, we cannot rule out application of ‘third degree’ method, GWS president Jarjum Ete told media persons during a press briefing today.

9th Governing body meeting of DRDA
ITANAGAR, July 16: During the 9th Governing body meeting of DRDA, Kurung Kumey District held at Koloriang yesterday adopted resolution on Labour budget to the tune of Rs twenty two crore for Kurung Kumey district to provide legal guarantee for 100 days of work to rural households.

Tawang, July 16: A Second Review Meeting regarding the Queen’s Baton Relay on July 22 in Tawang was conducted in today. The Superintendent of Police, HoDs, Public leaders, Monastery monks, school teachers, and other agencies that are engaged in the Relay were present in the meeting.

Girl returns home after five months
MIAO, July 16: Romilla Murmu (15) who was abducted from Namchik Tea estate Kharsang on February 22 returned home on July 15 last to the relief of her anguished parents.
Romilla, daughter of Esso Murmu was abducted by Guldip Singh (70) from Namchik area on February 22 and kept in his home for five days.
When the fifteen year old child wanted to return home, Singh immediately took her out of Kharsang and kept her as helper in an old couple’s home. Romilla does not know where she has been staying for the last five months.
Romilla left home after a quarrel with her sibling. The girl’s parents thinking the child went to relatives home did not look for her.
However, when she did not return home the next day, the parents began search for her. After a long search, the parents were told by a well wisher that the girl was seen in Guldip Singh’s home.
Soon, the girl’s parents registered a case against Guldip Singh on July 13 at Kharsang Police Station.
The Kharsang Police Station OC C Longri immediately arrested Singh and pressurized him to give out information on the whereabouts of Romilla.
The girl was brought back to Kharsang and dropped in the market area by someone suspected to be kin of Guldip Singh at 5 pm on July 15. She was then taken by two Adivasi women to Kuttom pani khati area.
On receiving information, the OC immediately recovered the girl. After medical examination the girl was returned to her parents yesterday.
A case has been registered against Guldip Singh U/S 365 IPC and is under Kharsang Police Custody.
Guldip Singh son of late Narajan Singh along with his family have taken a rented house in Kharsang. Singh has been driving taxi in Miao, Kharsang and Assam.
Achievement of PHED EZ reviewed
Ete put emphasis on proper planning
ITANAGAR, July 16: The PHE and WS Secretary Er Tomi Ete today advised the departmental officers to endeavour for more excellence in the field of water supply, sewerage and sanitation. He also outlined the need of trainings and exposure visits for the departmental officers.
Ete was addressing the review meeting of the achievement and work progress under the PHED Eastern Zone here today.
While expressing satisfaction on the overall progress of the works, he gave emphasis on proper planning, survey and formulations of proposals and DPRs for successful implementation and commissioning of the projects.
The meeting participated by Er. Tomi Ete, Secretary (PHE&WS), Er. T. Ketan, Chief Engineer (EZ), all Superintending Engineers and Executive Engineers of Eastern Zone reviewed the progress of various works in the current financial year and the achievement of last fiscal under PHED (EZ) which stood at 337 numbers of rural habitations which were brought under potable water supply, 10 number of habitations with iron problem and water supply project for Namsai Township and Basar Township.
Earlier, Chief Engineer (EZ) Er. T. Ketan briefed the Secretary on the progress of the major projects taken up by the department and highlighted the problems and issues requiring his intervention.
Er. T. Basar, SSW, PHED (EZ), highlighted the issues pertaining to IMIS and proposals under border blocks and NRDWP being made from the department along with the flood damages report on the water supply installations, according to an official release.
Other issues like water quality parameter and laboratory testing, school water supply, rain water harvesting schemes under sustainability programme and progress under Total Sanitation Campaign were discussed at length and respective progresses reviewed.
Training on SHGs and KSY underway for Giba Circle
Daporijo, July 16: A 2 days Orientation and Training Programme on Kishori Shakti Yojana(KSY) and Self Help Group under Microfinance Vision 2011 for adolescent girls and ICDS field workers of Giba circle, organized by CDPO, Giba ICDS project started here today.

This could be had by helping ourselves and forming SHGs. He also made a plea to those present to imbibe what is taught in the training, use it and spread it to others to make a better life
All the benefits under the ICDS Project should reach the real beneficiaries, enjoined the DC while speaking to the trainees during the training. He also told the participants to take advantage of the opportunities provided by the govt. and make their lives better.
The DMO while encouraging the participants said that anganwadi workers were really important as they were used across departments like Medical, Education, ICDS etc to reach the rural masses.

Take preventive steps to control malaria

Malaria is transmitted through mosquito. So, malaria affects people who live, work and sleep in un screened houses, where mosquito can easily enter through eaves and windows. About one million under five children are dying every year. Many suffer from anaemia and learning impairment associated with the disease. Pregnant women, unborn children and infants are more vulnerable to malaria which is a major cause of maternal mortality rate and low birth weight.
Majority of malaria transmission occurs at night. Bed nets have been used from time immemorial to provide a barrier against mosquito biting, thereby reducing the chance of exposure to malaria. In 1980s it was discovered that treating the nets with safe insecticides increase the level of protection against malaria, since the treated nets kill and repel the mosquitoes. Safe insecticides are available free of cost, supplied by Govt. of India at the office of District Malaria Officers.
So, I appeal the people of Arunachal particularly my brethrens of E/Kameng to use the treated mosquito nets in addition to your approval for indoor residual Spray (DDT).

There are too many questions related to the death of Late Jumchi Nguso.
Why the injured was taken to police station instead of hospital? Why the hand of injured was tied with handcuff? Why police taking law in their hand and who gave this authority to them?
Lt. Nguso was happy man. He was not mentally disturbed. How could a mentally disturbed manage a family? Are APST Officers mad to keep a mentally disturbed employee?
After the accident, why the relatives of the injured were not informed?
The Chief Minister and Home Minister are requested to deliver justice to Lt. Nguso
by awarding Govt. job to a family member and granting ex-

There should be an expert committee to study impact of DMP
Dear Editor,
We, on behalf of the project affected people of the Dibang Multipurpose Project (3000MW), would like to request the state Govt to constitute an expert committee with the members from IIT Guwahati, Dibrugarh University to study and prepare environment impact assessment (EIA) report on the Dibang Multipurpose Project and other big dams in the state before fixing the date of public hearing.
We also request the NHPC authority to withdraw online tender for the Dibang Multipurpose project. Floating of tender before the environment clearance is gross violation of the environment guidelines. The authorities should not take any step to start the project before it obtains clearance from various competent authorities.
It is observed that the power developers are adamant in construction of dam without taking into consideration the vital aspect related to construction of dam. It is seen that power developers in various parts of the country did not pay heed to the public opinion that evolved from the public hearing on the mega dam. Public hearing is seemed to be eyewash to pave the way for environment clearance for construction of mega dam.
Therefore, we request the authorities that the public hearing for the project clearance should not be conducted forcefully or by suppressing the opinion of the project affected people in a democratic country like ours. The authorities should fix the date of public hearing for mega project like Dibang Project with the consensus opinion of the project affected people and the community student organization. Obtaining only few signature of a group of people who are working on behest of power corporate and government does not mean public opinion in favour of dam affected people.
The right of the indigenous tribal cannot be ignored in the name of development by the power developers.
Only supporting the power developers will not make any sustainable development. Therefore, the Govt should take interest in the all sphere of development before going for big dam in the state.

Let the culprits be punished
Dear Editor,
The one and only question in every lip is why did the police take Jumchi first to the police station instead of a hospital? Instead SI Pait and SI Suresh Singh resorted for the police station so that they can come out clean and avoid any action from the higher authority for hitting a civilian. But the time taken for them to legalise their act took the life of Jumchi. So they virtually killed him; firstly by hitting and secondly by restricting him from medical help for two long hours.
Now to escape from responsibility, they termed the whole incident as a suicidal act and tagged Late Jumchi as 'mentally unstable'. And to my utter surprise the entire police department is nodding at it. Are they police or psychiatrists? Are police giving immunity to the culprits?
So let’s appeal that justice is done and culprits are punished whoever he is. Let’s pray for the family members, wife and four children so that they may be strong.

I would like to draw the attention of citizens and student unions representing various tribes about police atrocity on the innocent citizens of AP.
We all know that duty of the police is to safeguard and preserve law. They are not here to beat or murder citizens. They are not only the servant of Ministers and Chief Ministers. They are here to protect us.
It has often been seen that vehicles escorting VIPs assume that the road is only for VIPs and it is their private property.

Dear Editor,
From the statement of the police as appeared in your daily the following conclusion can be drawn:
If the victim was mad and jumped into the Gypsy, the victim could have been taken to hospital and police should have been informed. If there is no evidence that the victim was mad, then the driver of the Gypsy is reckless driver, punishable under law.
The victim was taken to Police station, instead of Hospital; it means the victim was slightly injured. If the victim was critically injured then he should have been brought to hospital instead of police station. Statements of victims can be recorded anytime.
Thus we can conclude that police role was not of human being, but like a beast to kill the injured prey. I do hope that no constitutional authority will interfere to protect the erring police personnel including the driver.

Forum seeks early revaluation process
ITANAGAR: Expressing resentment over delay in rechecking and revaluation process of the various undergraduates courses by the RGU administrative officer (exam cell), the Arunachal Pradesh Colleges’ Forum in a representation to RGU VC appealed him to expedite the process and ensure the results within a week’s time. The Forum said delay in such process slows down the students’ enthusiasm who wishes to pursue their studies outside the state. The RGU authority and their affiliated college principals should maintain their formalities while sending their house test percentages, Forum further said while adding that house test marks should also be displayed to the students whenever they ask for.
Upper Subansiri ATA discuss pay anomaly
ITANAGAR: Arunachal Teachers Association, Upper Subansiri unit in a meeting held at Daporijo recently discussed the anomaly in fixation of pay under 5th and 6th central pay commissions for assistant teachers (A). The meeting also discussed the ‘assurance of education minister to rectify the wrong fixation of payment from January 2010, if the assistant teachers A in return assure not to claim past arrear benefit’.
After the threadbare discussion, the meeting unanimously decided not to claim the past arrear, if the pay anomaly under 5th and 6th pay commissions is rectified.
The house also constituted a AT ‘A’ ad hoc committee, Upper Subansiri unit with Tape Ringsing president, Tatop Hankar vice president and Tama Kodak as general secretary.
